In addition to what is listed in the CCBOE Code of Conduct, no student shall wear any clothing that is excessively tight and/or overly revealing of contours of the body.  Clothing of this nature is inappropriate and disruptive to the learning environment.

Foard High School Staff is to prepare a culturally aware person who is a responsible citizen and life-long learner.  We will accomplish this by providing a relevant, comprehensive course of study directed by a competent and dedicated staff who work with students in a safe, healthy, and challenging environment conducive to learning!

Goal, Philosophy, and Objectives

Our basic belief and responsibility concerning the role of Fred T. Foard High School is to conform to the principles of a democratic organization by linking school and community through personal interest and involvement.  The school shall help to guide, to direct, and to develop a level of learning compatible with the student's abilities and ambitions so that the student can meet life situations effectively.  The school shall evaluate the student's performances in terms of ability, efforts to fulfill the requirements in quantity and quality, and the requirements of the course of study. The school shall encourage the student's efforts with a genuine interest in the outcomes, support the students with appreciation for worthy accomplishments, and assist the student in attaining his or her goals by constructive suggestions.

The school must encourage the total development of each student by providing an educational program based on needs, interests, capabilities, and efforts, and by insuring the development of beneficial skills, knowledge, and attitudes necessary for a continuous learning and career development, productive citizenship in a democratic society, and a positive attitude toward one's self and society.

Therefore, Fred T. Foard High School agrees to work toward the following objectives:

  • To develop a civic awareness compatible with a democratic society.
  • To encourage students to develop moral and ethical values for community living.
  • To encourage acceptance of people of different races, religions, and cultural backgrounds.
  • To develop a feeling of pride in school facilities and a sense of responsibility for the care of such facilities.
  • To develop in our students an understanding that work, self-discipline, and respect for authority are needed for achievement and problem solving.
  • To encourage students to develop fully their individual capabilities.
  • To prepare the student, according to his/her aptitude and interest, to be gainfully employed and/or continue his/her education.
  • To develop in students the effective communication skills of reading, writing, speaking, listening, and observing.

  • To provide opportunities for the development of individual and group responsibility, initiative, leadership, and dependability in school activities.

Bus Concerns
We strive to maintain a consist bus schedule for our students. However, due to driver illness and maintenance issues, we may be unable to always keep that regular schedule.  Your patience is appreciated as we work though these issues. Please call the school and ask for Mr. Hight if you have immediate concerns.

Inclement Weather Policy  
    Please note:  If school are closed on a Monday, Tuesday, Wednesday or Thursday and road conditions improve so that schools reopen by Friday, schools will be in session that Saturday.

During extremely bad weather, it may become necessary to close schools.  A decision to close schools will affect all schools throughout the Catawba County system.  In order to accomplish this task efficiently and to notify everyone concerned as soon as possible, we are asking that all parents and students be aware of the following procedures.

  1. You may watch television channels WSOC-TV 9, WBTV 3, WCCB 18, and NBC 6.

    You may also listen to the following area radio stations:  WNNC 1230 AM (Newton),
    WHKY 1290 AM (Hickory), WAIZ 630 AM (Hickory), WCXN 1170 AM (Claremont), WLON 1050 AM (Lincolnton), WFMX 105.7 (Statesville),  WBT 1110 AM (Charlotte), WSOC 103 FM (Charlotte), WLYT 102.9 FM (Charlotte), WKKT 96.9 FM (Charlotte), Magic 96.1 FM (Charlotte) and WKBC 97.3 FM (N. Wilkesboro).

    Any changes to the regular operating hours of Catawba County Schools will always be posted on the Catawba County Schools home page:
    http://www.catawba.k12.nc.us.

  2. A decision to close the schools or to consider a delayed opening will be made by 6:00 a.m.

  3. Announcements will be made in late evening or early morning.

  4. Delayed openings will be used if warmer weather is predicted.  We do not like to use delayed openings because of supervision problems for working parents and will attempt to use them as little as possible.

  5. DO NOT call the weather bureau, radio or television stations, newspapers, school officials, school offices or the sheriff's department.  All announcements will be made by radio, television and the Catawba County Schools website.

  6. The absence of any announcement means school will operate on a normal schedule.

When making a decision on opening or closing school, school officials are primarily concerned with the safety and welfare of all students and employees.

Miscellaneous

If you see anyone suspicious or unknown in the building or on the school grounds, report them to Officer Helton or an administrator as soon as possible. Do not confront the person.

Do not park in between two handicap parking spaces. This area is marked off by white stripes and is considered part of the handicap parking space. This applies after school and during sporting events.

If you know someone has drugs, a weapon, or other illegal items on them and you report them to Officer Helton, your name will not be shared with anyone without your permission, including administrators.

Some infractions are not only school rules, but are also laws. The following are some of the offenses that you can be charged for: fighting, sexual harassment, possession of a weapon, possession of drugs, saying a threat. For students' information, calling someone and harassing them or threatening them over the phone is also illegal.

Parking Information 

All students must register their vehicle in the office each year.  Students must park in assigned space during the regular school day (7:45 AM-3:15 PM).  Drivers are to obey all regulations and instruction by teachers at Jacobs Fork Middle School and Fred T. Foard High School.  All vehicles parked on campus are subject to search.  The following regulations are required to maintain a safe parking lot. 

COST:  $35.00 WHETHER IT IS WHOLE YEAR OR 1 SEMESTER.

Regulations:

The following driving regulations are necessary to keep the parking lot safe for all drivers.  Any violation of the following regulations will result in disciplinary action and/or loss of driving privileges:

  1. All school rules apply in the parking lot.
  2. No student is to park in VISITOR spaces, or in the parking area on the bus lot side of the building, in the shop area, behind the gym, on the grass, in the faculty spaces, or in the area designated with slash marks (without permission).  If you arrive on campus and someone is in your space, you are to park on the sidewalk and report it to the office immediately.  Do not take another student’s parking space.
  3. Speed limits are:  School Grounds-15mph/ School Zone-35mph.
  4. Reckless driving, such as spinning tires, speeding, running stop signs, endangering persons or property at or near school and any other action that is reckless in nature, is prohibited and will result in loss of parking privileges.
  5. Parking lots are off-limits during school hours.  Students leaving school with early dismissal notes or who have permission issued from the office may be in the parking lot.
  6. There shall be no sitting in cars or loitering in the parking lot before or after school.
  7. No student may purchase a permit for another student or sell their permit to another student.  There is to be no sharing of spaces, or loaning of your parking decal to another student. 
  8. If you withdraw from Foard High School, you may turn in your parking permit for a refund on a prorated basis.
  9. Parking permits must be displayed in vehicle when parked on the school campus during school hours; failure to display hangtags will result in loss of parking privileges.
  10. Students need to be sure they are wearing their seat belt and obeying all traffic laws.
  11. Your parking privilege will be revoked or denied for the following offenses:
    1. Six unexcused tardies to school
    2. Truancy or leaving school without permission.
    3. Taking another student away from school without prior permission.

      The discipline for above parking violations is as follows:

1st Offense- Five day revocation of parking privileges

2nd Offense- Ten day revocation of parking privileges.

3rd Offense- Ten day revocation of parking privileges, or loss of parking privileges for remainder of semester.

Note: Immediate revocation of driving privileges will occur for severe or dangerous offenses.

Reminder, there is no refund for loss of parking privileges due to discipline.

If you lose your parking for any of the above offenses 1st semester, you must repay and reapply for a new spot 2nd semester.

 

  1. Any drug, weapon or alcohol-related offenses that occur at school will result in your parking privilege being revoked or denied for the rest of the school year. 

      Second offense is a  permanent revocation. 

If you have a limited provisional license and are 16-17 years old, you may only have one passenger under the age of 21 in the car with you.  Family members are included in this limit.  If an adult is with you; you may have more than one passenger under the age of 21.

Reminder of the new law that was passed.  All occupants in a vehicle both front and back seat are now required to wear their seat belt.

The Governors Highway Safety Program is the High School Parking Privilege Agreement.  This program sponsored by the Governors office is aimed at getting more kids to buckle up.  More information is available at the GHSP website or you can follow this link, www.ncdot.org/secretary/GHSP/news2005/news05_9.pdf 

Basically, the program works like this.  If a student driver or their passenger are caught by school staff not wearing their seat belt, not only could they receive a citation but lose parking privileges for a specified amount of time.

The punishment guideline is as follows:

1st Offense- written warning that must be signed by parent and returned to school staff.

2nd Offense- written violation that must be signed by parent and 5 day loss of parking privileges.

3rd Offense- written violation that must be signed by parent and 10 day loss of parking.

4th Offense- written violation that must be signed by parent and 20 day loss of parking.

5th Offense- Loss of parking for the remainder of the year. 

Under a new ordinance passed by the County Commissioners which can be found in the Catawba County Code, Chapter 16, Article III.  Anyone playing a car radio in such a loud manner as that it annoys or disturbs another can be issued a citation for violation of the county noise ordinance.  The citation is a Class 3 Misdemeanor.

G.S. 20‑137.3.  Unlawful use of a mobile phone by persons under 18 years of age.

Offense. – Except as otherwise provided in this section, no person under the age of 18 years shall operate a motor vehicle on a public street or highway or public vehicular area while using a mobile telephone or any additional technology associated with a mobile telephone while the vehicle is in motion. This prohibition shall not apply to the use of a mobile telephone or additional technology in a stationary vehicle.

Exceptions. – The provisions of subsection (b) of this section shall not apply if the use of a mobile telephone is for the sole purpose of communicating with:

(1)       Any of the following regarding an emergency situation: an emergency response operator; a hospital, physician's office, or health clinic; a public or privately owned ambulance company or service; a fire department; or a law enforcement agency.

(2)       The motor vehicle operator's parent, legal guardian or spouse.

(e)       Penalty. – Any person violating this section shall have committed an infraction and shall pay a fine of twenty‑five dollars ($25.00). This offense is an offense for which a defendant may waive the right to a hearing or trial and admit responsibility for the infraction pursuant to G.S. 7A‑148. No drivers license points, insurance surcharge, or court costs shall be assessed as a result of a violation of this section. (2006‑177, s. 1.

Exam Exempt Policy  
   Policy For Exam Exemption for Non-EOC or VOCATS Exams
- Student can have 3 absences in class and be making an A
- Student can have 2 absences in class and be making a B
- Student can have 1 absence in class and be making a C
-Student will not be exempt if grade is lower than a C
- Can have no OSS, ISS, or Saturday detention. Any of these disciplinary actions automatically results in loss of exam exemption.
   Dismissal
- Students need to give their early dismissal note to the last teacher of the day
- Freshmen and sophomores with early dismissal will report to the bus lot for pick up. Juniors and Seniors will report to their designated class for supervision.
- Any student not leaving at dismissal will report to the cafeteria for lunch. After lunch students will report to their designated class for supervision.
- Students will not be dismissed from the exam until it is over
- EOC exams are two hours. Additional time has been added for administration. If all who are testing finish before the scheduled time, we'll dismiss earlier than posted. All sessions will be excused by announcement.
   Attendance
- If a student is present for the exam and/or the review session, he/she is to be counted present
- All students who are working towards perfect attendance and for sports participation that day must attend an exam or review session for all four days, even if he/she is exempt from exams, to maintain his/her perfect attendance status.
- Parking is first come, first serve
- Students may not wear pajamas to school. This includes exam days.

History of Dr. Foard  
   

On October 10th, 1950, 25 acres were purchased from Homer K. Jarrett for a purpose of building a new high school. On January 2nd, 1951, a motion was made by H.C. Henderson, seconded by J.C. Howard, and then the board unanimously voted to name the new high school Fred T. Foard High School, in honor of Dr. Fred T. Foard who was a member of the Catawba County Board of Education from April 2, 1923 to April 1, 1931. He was a great friend to the public schools!

On June 4, 1951, Board members R.A. Sigmon, Chairman; A.C. Henderson; J.C. Howard, Cowles Gaither; and C.M. Barringer voted to direct architect's to begin construction of Fred T. Foard High School. Although other high schools were approved for construction, Foard High School took first priority.

The original school covered 25 acres and was to hold up to 455 students--ninth to twelfth graders. The original address for our school was Route 1, Newton NC. The school had one library, one home economics room, two biology rooms, or science rooms, ten other classrooms, one administrative office, two toilets, and one lunchroom. It also had a septic tank and circulating hot water!

Dr. Fred T. Foard was a well-known doctor who practiced in our community for 57 years. He practiced in what he called the Bandys Township or the Catawba County Area. He delivered over 3,600 babies during his practice. He was more than a doctor, he was a family man and a man of education. He thought public education was the key to success.

About two miles south of the intersection of Highway 10 and Highway 127 in the Banoak district is the location of the remains of what is left of Dr. Foard's home. The house was built with towering oaks standing around it (well, they used to stand around it). Now all that stands is the medicine tower that was used to cool his medicine. It is in a empty field where the house and trees were torn down years ago. He had two buildings, his house, and his office, with the cooling tower in the middle. Alfred Baker, a neighbor, did most of the construction on Dr. Foard's home. The house was very sturdy. A traveler who Dr. Foard helped had no money, so he painted two murals on Dr. Foard's walls. One showed the landscape and another was a sea battle. This was done around the turn of the century. The Catawba County Historical Association was able to save the murals, some glass, and other furniture from the house. Dr. Foard died on February 4, 1933. All of his children graduated from college. He was a big supporter of education!

Inside the house, which was two stories, was seven rooms. The parlor was painted by an artist friend. The living room and master bedroom furniture were both covered by leather. There was a large dining room and a kitchen downstairs. Inside plumbing was furnished by a gasoline pump which was located in an old windmill in the back yard. In his office was a bed, for people to sleep if the weather was bad. He owned many cattle, and hogs, which grazed on his land. He lived with his second wife, Mrs. Mattie Foard, his son, Thomas, and his daughter, Helen. Fred Rhinehardt was a foster son. Also, Gus Finger, an elderly black man, and his daughter Mary Finger, lived there also. Dr. Foard legally adopted Gus Finger, and he helped with Dr. Foard's practice.

Dr. Foard never believed in surgery, but he said nature could help anyone. On Saturdays and Sundays, his yard was full of people waiting to get their appendicitis taken care of without surgery. The doctor made a pill that cured a cold in one day! He never gave the prescription to anyone, so it is not available today! He never asked for money, and kept few books. He loved food also. He told his patients to eat little meat, don't smoke, and to leave liquor alone. He would say "Don't do as I do!" He loved to drink moonshine and tell stories.

The Doctor had very unusual ways to cure people. For instance, one time a man had an earache. He would sit in his rocking chair out in the cold on the porch. He put some purple powder in a mug of warm water and syringed the patient's ear until the patient felt like it was going to burst his eardrum. The doctor smoked his pipe and blew it in his ear, and then the patient's ear never hurt again!

Dr. Fred T. Foard was buried at Sardis Lutheran Church, and it was the largest group ever assembled at Sardis Lutheran Church.

Health Services  
  The School Health Nurse at Fred T. Foard High School is available DAILY from:

- 7:45 am until 3:45 pm, or by appointment.

- Students can access School Health Services during their lunch break, but they MUST have an appointment and permission from administration. 

- Students will be encouraged to see the nurse before calling home “sick”

-When the nurse is out of the building, a first-responder team has been established to respond to emergencies (see policy in the Emergency Response Notebook).

 *PLEASE NOTIFY THE NURSE OF EMERGENCIES AT ANYTIME! 

 In order to see the School Nurse, students MUST have a hall pass.  If a student presents to the school nurse without a pass, and it is NOT AN EMERGENCY, the student will be asked to return to class and obtain a pass.

 If a student presents to see the Nurse (it’s not an emergency), and there is a long wait time, the student will be asked to fill out a Request for Student Health Services form and place in the nurse’s mailbox.  Then, the student will be called as soon as possible.  This procedure will prevent excessive missed class time.

 After the student is seen by the Nurse, the student may return to class with a School Nurse Visit form.  This form will list any restrictions the student may have for the remainder of the school day such as, keep foot elevated, no strenuous activity, etc…

 If a student presents to the School Nurse and is not feeling well, the student will be permitted to rest in the Health Room (located next to the Nurse’s office) for a maximum of 30 minutes.  Then, if still not feeling well, it will be recommended that the student leave school.  If a student refuses to leave school, they must return to class.  No student will be permitted to remain in the Health Room during an entire class period.  **Teachers will be notified of special circumstances in which a student cannot return to class. 

 Students who think they might be pregnant will be referred to a private physician’s office, health department, or pregnancy care center for a verification of pregnancy.  In some cases, a student already claiming to be pregnant will be asked to provide proof of pregnancy before being referred to community resources.   

Teachers can refer students to the school nurse by a face to face contact, handwritten note, or phone call to the nurse’s office. Please avoid referral via email due to confidentiality issues. 

Health information is confidential and will be shared only as indicated and as allowed by the student or their parents.  Teachers will be notified of information on a “need to know” basis.

In an effort to reduce school absenteeism, the school nurse can dispense some over-the counter medications to students with parental permission.  A form must be completed and signed by the student’s parent/guardian, before medication can be administered.  No medication will be dispensed if the form is not complete.  Medications to be dispensed for the 2008-2009 school year include: Tylenol, ibuprofen, and antacids.  No other medication is permitted.  Please do not send students to the nurse’s office for medications other than what is listed.  Parents will be notified if a student requests medications too frequently.  The student’s temperature, blood pressure, and pulse will be obtained before medication administration. 

**Other medications and prescription drugs can be dispensed but require a parental request plus a physician’s order. 

**Medication forms are available in the nurse’s office.
