School-Parent Compact

Each school receiving funds under Title I of the Elementary and Secondary Education Act (ESEA) must develop a written school-parent compact jointly with parents for all children participating in Title I activities, services, and programs.  That compact is part of the school’s written parental involvement policy developed by the school and parents.  The compact must outline how parents, the school staff, and students will share the responsibility for improved student academic achievement and the means by which the school and parents will build and develop a partnership to help children achieve the state’s high standards.

The school and the parents of the students participating in activities, services, and programs funded by Title I will agree that the compact outlines how they will share the responsibility for improved student academic achievement and the means by which the school and parents will build and develop a partnership that will help children achieve the state’s high standards.

School Responsibilities

The School will:

Ÿ  Provide high-quality curriculum and instruction in a supportive and effective learning environment that enables the participating children to meet the state’s student academic achievement standards.

Ÿ  Hold parent-teacher conferences (at least annually in elementary schools) during which this compact will be discussed as it relates to the individual child’s achievement.

Ÿ  Provide parents with frequent reports on their children’s progress.

Ÿ  Provide parents reasonable access to staff.

Ÿ  Provide parents opportunities to volunteer and participate in their child’s class and to observe classroom activities.

Parent Responsibilities

We, as parents, will support our children’s learning in the following ways:

 Ÿ  Monitoring attendance.
Making sure that homework is completed.

Ÿ  Monitoring amount/content of television/media my child watches.
Volunteering in my child's classroom.
Participating, as appropriate, in decisions relating to my children’s education.
Promoting positive use of my child’s extracurricular time.
Ÿ  Staying informed about my child’s education and communicating with the school by promptly reading all notices from the school or the school district, either received by my child or by mail, and responding, as appropriate.

Ÿ  Serving, to the extent possible, on policy advisory groups, such as being the Title I parent representative on the school’s School Improvement Team, the Title I Policy Advisory Committee, the District wide Policy Advisory Council, the state’s Committee of Practitioners, the School Support Team, or other school advisory or policy groups.

Catawba County Schools has a Teacher/Parent/Student Agreement that is part of the compact process.

Watch D.O.G.S.

Calling All Men (Dad, Granddads, Uncles…)
Blackburn Elementary is holding its frst information meeting for the Watch D.O.G.S. program  Thursday, March 21st from 6-7pm.  This is a volunteer program to encourage males to take one day off of work and volunteer at the school.  If you would be interested in being part of the core group of Dads in charge of the program please inform your childs teacher and we will add your name to be contacted shortly.  If you would like more information about the program please visit: Watch D.O.G.S.

Blackburn Visitor Policy

Please remember that it is policy at Blackburn Elementary for any individual who enters the building to sign in at the office and secure a visitors pass. If you need to speak with a teacher you must let the office staff know. They will contact the teacher to see if he/she has time to meet with you. If not, you will be asked to schedule a time to meet during the teacher’s planning time or after school. If you are dropping off something for your child, you will be asked to leave the item in the office. Your child will then be called to come to the office to pick up the item.

We continuously strive to provide a safe environment for all of our students and staff. The best way to do this is to be aware of all visitors who are in our building. We appreciate your cooperation. Please feel free to contact the school if you have any questions or concerns.

Rachel’s Challenge at Blackburn

Students are encouraged to help Blackburn start a chain reaction of kindness.  When students do kind things, say kind things, and include others in what they are doing they can earn a link.  The links earned by students will be put tighter to form a chain that will be displayed in the gym.  We hope to have the biggest chain in Catawba County by the end of the year and more importantly show kindness to everyone!

Changes to the Normal Daily Procedure

Parents must provide the teacher with written notification of any change in the child's transportation with specific dates indicated.  Telephone calls to report transportation changes are NOT accepted due to safety and verification reasons.

Ways to Help Your Child’s Teacher

There is a program that helps teachers get funding for special classroom projects. Parents, friends, businesses, etc., can make a tax deductible donation to help a teacher get materials for the classroom. Sometimes the projects are for books, equipment, games, or other materials that are needed. You can search the site and find a teacher or project to support. Just go to the website and search by school name, teacher name, or by project type.  Several projects have already been funded through this site during the past few years. And remember, you are not only helping your child’s school, but you are getting a tax break!  The website is!  Your generous donation can be doubled by using the code INSPIRE until July 27th.
